These Terms & Conditions ("Agreement") govern your access to and use of the phlag Casino platform, including all games, betting services, promotions, and account features. Please read this Agreement carefully before registering or using any phlag service.

Eligibility & Age Restriction
Use of the phlag platform is subject to the following eligibility requirements, all of which must be satisfied at all times:
- You must be at least 21 years of age. This is a mandatory legal requirement under Philippine law and PAGCOR regulations governing all online gambling activities in the Philippines. No exceptions will be made under any circumstances.
- You must be a natural person with legal capacity to enter into binding contracts under Philippine law.
- You must not be a resident of, or currently located in, any jurisdiction where online gambling is prohibited, restricted, or requires a separate license not held by phlag.
- You must not be a current employee, contractor, director, officer, or immediate family member of phlag or any of its affiliated game providers, technology partners, or payment processors, unless phlag has provided explicit written consent.
- You must not have been previously excluded or banned from the phlag platform, or from any other PAGCOR-licensed platform as part of a self-exclusion programme or regulatory action.
phlag strictly enforces the 21-year minimum age requirement mandated by PAGCOR. Age is verified during the KYC process. Any account found to belong to a player under 21 will be immediately closed, all pending bonuses forfeited, and any funds in the account handled in accordance with applicable Philippine regulations. Account Registration & KYC Verification
3.1 Registration Requirements
To access phlag's real-money gaming services, you must register for an account by providing accurate, complete, and current information including your legal name, Philippine mobile number, email address, date of birth, and other details as required by the registration form. You agree to update this information promptly if it changes.
phlag operates a strict one-account-per-player policy. You are not permitted to hold multiple accounts, regardless of whether they use different contact details, names, payment methods, or devices. Duplicate accounts discovered by phlag will be closed without notice, and associated balances may be forfeited.
3.2 Know Your Customer (KYC) Verification

phlag reserves the right to request additional documentation at any time. Failure to provide requested documents within the specified timeframe may result in account suspension. KYC verification is required under PAGCOR's Anti-Money Laundering (AML) compliance framework applicable to all Philippine gaming operators.
3.3 Account Accuracy
You represent and warrant that all information provided to phlag during registration and throughout your use of the platform is truthful, accurate, and not misleading. Providing false information is grounds for immediate account termination and forfeiture of all balances.
Account Security
You are solely responsible for maintaining the confidentiality of your phlag account credentials, including your username and password. You must not share your login details with any third party, including family members, friends, or anyone claiming to represent phlag.
phlag will never contact you by phone, email, SMS, or live chat to ask for your password, one-time password (OTP), or full account details. Any communication purporting to be from phlag and requesting such information should be treated as a phishing attempt. Report it immediately to phlag Live Chat support.
You agree to notify phlag immediately if you suspect unauthorized access to your account. phlag will take reasonable steps to secure your account upon notification but cannot be held liable for losses resulting from unauthorized access that occurred prior to notification or that resulted from your own failure to maintain account security.
phlag strongly recommends that all players enable two-factor authentication (2FA) on their accounts. 2FA adds an additional layer of protection against unauthorized access and is available for all phlag accounts at no charge.
Deposits & Withdrawals
5.1 Deposits
phlag accepts deposits via GCash, Maya (PayMaya), BPI, BDO, UnionBank, 7-Eleven Cliqq, USDT TRC20, and Coins.ph. Minimum deposit amount is ₱100. phlag does not charge fees on standard deposits, though third-party payment providers may apply their own transaction fees. Deposits are credited to your phlag wallet upon confirmation from the payment provider.
Deposits must be made from payment methods registered in your own name. phlag does not accept deposits from payment accounts belonging to third parties. Deposits identified as originating from a third-party source will be reversed, and the account may be suspended pending investigation.
5.2 Withdrawals
Withdrawal requests are subject to the completion of KYC verification. Withdrawals will only be processed to payment methods registered in the player's own name that match the identity on file with phlag. phlag does not process withdrawals to third-party accounts under any circumstances.
Standard withdrawal processing time for GCash and Maya is under 30 minutes. Bank transfers (BPI, BDO, UnionBank) may take up to 24 hours during standard business hours. Cryptocurrency withdrawals are subject to network confirmation times. phlag reserves the right to conduct additional verification checks prior to processing any withdrawal, which may extend processing times.
Minimum withdrawal amount and any applicable limits are as specified in the phlag platform's Wallet section and may be updated from time to time. phlag reserves the right to apply withdrawal limits consistent with responsible gaming practices and PAGCOR compliance requirements.
5.3 Currency
All phlag player accounts are denominated in Philippine Peso (₱ / PHP). Deposits in other currencies will be converted to PHP at phlag's prevailing exchange rate at the time of the transaction. USDT deposits are converted at the current market rate at time of crediting.
phlag is required to comply with Philippine Anti-Money Laundering Act (AMLA) regulations applicable to gaming operators. Unusual transaction patterns, large cash-equivalent deposits, or withdrawal requests inconsistent with normal gameplay activity may trigger mandatory reporting obligations. phlag cooperates fully with the Anti-Money Laundering Council (AMLC) and other relevant Philippine authorities.
Bonuses & Promotions
phlag may offer bonuses, free spins, cashback rewards, referral incentives, and other promotional credits to eligible players from time to time. All bonuses are subject to specific wagering requirements, eligible game restrictions, minimum odds (for sports betting offers), expiry dates, and other conditions as stated in the individual promotion's terms at the time the offer is claimed.
The following general rules apply to all phlag bonuses unless otherwise specified in the individual offer terms:
- Bonuses are available to one account per player, per household, per IP address, per device, and per payment method.
- Bonuses may not be transferred, sold, or exchanged for cash outside of the stated wagering completion process.
- phlag reserves the right to modify, suspend, or withdraw any bonus or promotion at any time without prior notice.
- Wagering requirements must be met within the timeframe specified in the offer before any winnings derived from bonus funds can be withdrawn.
- Bonus abuse — including but not limited to matched betting on all possible outcomes, using bonus funds in a manner designed to minimize risk while meeting wagering requirements, or exploiting technical errors to claim unintended bonuses — is strictly prohibited and may result in account suspension and forfeiture of all associated winnings.
- Players who have activated a self-exclusion or cooling-off period are not eligible to receive or use any promotional offer during that period.
In the event of any dispute regarding bonuses, phlag's decision shall be final and binding.
Gaming Rules & Fair Play

Prohibited Conduct
The following activities are strictly prohibited on the phlag platform and may result in immediate account suspension, permanent ban, forfeiture of all balances, and referral to relevant Philippine authorities:
- Fraud and Misrepresentation: Providing false identity information, using stolen or unauthorized payment methods, impersonating another person, or providing fraudulent documentation during KYC.
- Collusion: Cooperating or communicating with other players in real-time games (including poker or live dealer games) to gain an unfair advantage.
- Exploitation of Technical Errors: Knowingly exploiting bugs, glitches, or system errors to gain financial advantage. Any winnings obtained through such exploitation are void.

- Automated Play: Using bots, scripts, automated software, artificial intelligence tools, or any non-human mechanism to play games or place bets on phlag.
- Multiple Accounts: Creating or maintaining more than one phlag account, or creating a new account after a previous account has been closed or suspended.
- Underage Gambling: Registering or using the phlag platform if you are under 21 years of age, or knowingly facilitating access for an underage person.
- Chargebacks: Initiating unauthorized chargebacks or payment reversals with your bank or payment provider in bad faith after losses on phlag.
Responsible Gaming

Intellectual Property

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the phlag platform solely for your personal, non-commercial gaming purposes in accordance with these Terms. You may not copy, reproduce, modify, distribute, create derivative works from, publicly display, republish, download, store, or transmit any phlag content without prior written permission from phlag.
Game content provided by third-party providers (JILI, PG Soft, Pragmatic Play, Evolution Gaming, etc.) remains the intellectual property of those respective providers and is licensed to phlag for display on the platform. Your use of such content is subject to both these Terms and the applicable provider's terms.
Limitation of Liability
To the fullest extent permitted by applicable Philippine law, phlag's total liability to any player arising out of or in connection with these Terms or the player's use of the platform — whether in contract, tort (including negligence), breach of statutory duty, or otherwise — shall not exceed the net deposits made by that player in the 30 days preceding the event giving rise to the claim.
phlag shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, loss of data, loss of goodwill, or business interruption, arising out of or in connection with your use of the phlag platform, whether or not phlag has been advised of the possibility of such damages.
Without limiting the foregoing, phlag is not liable for: (a) gambling losses, which are the inherent financial risk accepted by every player; (b) interruptions to service resulting from scheduled maintenance, technical failures, or circumstances beyond phlag's reasonable control; (c) unauthorized access to your account resulting from your failure to secure your login credentials; or (d) inaccuracies in game rules or promotions resulting from third-party provider errors.
Nothing in these Terms shall exclude or limit phlag's liability for death or personal injury resulting from negligence, fraud, or any other liability that cannot be excluded or limited under Philippine law.
Suspension & Termination
phlag reserves the right to suspend, restrict, or permanently close any player account at any time, with or without prior notice, for any of the following reasons (non-exhaustive):
- Breach of any provision of these Terms & Conditions
- Providing false or misleading information during registration or KYC
- Suspected fraudulent, collusive, or criminal activity
- Suspected money laundering or violation of AMLA obligations
- Regulatory instruction from PAGCOR or another competent authority
- A player's own request for self-exclusion or account closure
- Discovery that a player is under 21 years of age
- Player's location in a prohibited jurisdiction
In the event of account closure for verified player-initiated reasons (e.g., responsible gaming self-exclusion or voluntary closure), any remaining real-money balance (net of bonuses and pending wagers) will be returned to the player's verified payment method after any applicable review period, unless prohibited by applicable law or regulatory instruction.
In the event of account closure for breach of these Terms or suspected fraud, phlag reserves the right to withhold balances pending investigation and to report the matter to relevant Philippine authorities including PAGCOR and the AMLC.
Privacy & Data Protection
phlag collects, processes, and stores personal data in accordance with its Privacy Policy and in compliance with Republic Act No. 10173, the Data Privacy Act of 2012, as well as applicable PAGCOR data governance requirements. By registering for and using the phlag platform, you consent to the collection and processing of your personal data as described in the phlag Privacy Policy.
phlag collects personal data including but not limited to your name, contact details, date of birth, government ID information, payment method details, account activity, and device/technical data for purposes including identity verification, fraud prevention, AMLA compliance, customer support, platform improvement, and — with your separate consent — marketing communications.
phlag does not sell player personal data to third parties for commercial purposes. Data may be shared with KYC providers, payment processors, game providers, regulatory bodies, and law enforcement agencies as required by law or legitimate business necessity. Governing Law & Jurisdiction
These Terms & Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions. phlag operates under the regulatory framework established by the Philippine Amusement and Gaming Corporation (PAGCOR) for online gaming in the Philippines.
Any dispute, controversy, or claim arising out of or relating to these Terms, or the breach, termination, or invalidity thereof, shall first be subject to good-faith negotiation between the player and phlag for a period of not less than 30 days from written notification of the dispute.
If resolution is not reached through negotiation, the dispute shall be submitted to binding arbitration in the Philippines in accordance with applicable Philippine arbitration rules, or to the courts of competent jurisdiction in Metro Manila, Philippines, to which both parties irrevocably submit.
Nothing in this clause shall prevent phlag from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction to protect its interests pending resolution of a dispute.
